Two Passport Types, Two Photo Standards

Russia issues two types of international passports, and this causes confusion. The old-format zagranpasport (загранпаспорт старого образца) is valid for 5 years, while the biometric new-generation zagranpasport (нового поколения) is valid for 10 years. Both require 35×45mm photos with a white background, but the biometric version captures your photo at the MFC (Multifunctional Center) during the appointment, while the old format still needs you to bring printed photos.

For the old-format passport, you need either matte or glossy paper (both accepted); for a biometric passport, the digital photo is what matters. In both cases: neutral expression, mouth closed, face covering 70-80% of the frame, no head covering (except for documented religious reasons), and absolutely no sunglasses or tinted lenses. Russia is stricter than many European countries about facial hair — a significant change in beard style between your photo and your appearance at the MFC can trigger questions.

  4. Photo printed on regular paper for old-format passport — While both matte and glossy are accepted, the paper must be photographic grade. Regular printer paper, even with a high-quality inkjet, doesn't meet the standard.
  5. Child looking away or crying — Children's photos are the hardest. The child must face the camera with eyes open. For infants, parents may need to hold the baby from behind (hands not visible in photo).
