Processing centers that used to handle hundreds of applications daily suddenly faced thousands. The State Migration Service (DMS, Державна міграційна служба) expanded rapidly, and photo requirements tightened to meet EU/ICAO biometric standards: 35×45mm, white background, face 32-36mm from chin to crown.
Ukraine's system now mirrors the standard European setup: you submit an application at a TsNAP (Centre for Administrative Services, ЦНАП) or a DMS territorial subdivision, get biometric data captured (fingerprints and photo), and receive the passport within the processing window. What many applicants don't realize is that the DMS captures the photo at the center — your uploaded or printed photo is a backup reference, but the official passport image comes from their calibrated camera.
A Ukrainian biometric passport costs UAH 810 (~$20 USD) for regular processing (20 working days) and UAH 1,296 (~$32 USD) for urgent processing (7 working days). For Ukrainians abroad, costs vary by embassy but typically range from $55-75 USD with processing times of 4-12 weeks depending on the mission's workload.
