Ukraine's Biometric Passport Opened EU Doors

When Ukraine launched biometric passports in 2015 and gained visa-free EU Schengen access in 2017, demand exploded. Processing centers that used to handle hundreds of applications daily suddenly faced thousands. The State Migration Service (DMS, Державна міграційна служба) expanded rapidly, and photo requirements tightened to meet EU/ICAO biometric standards: 35×45mm, white background, face 32-36mm from chin to crown.

Ukraine's system now mirrors the standard European setup: you submit an application at a TsNAP (Centre for Administrative Services, ЦНАП) or a DMS territorial subdivision, get biometric data captured (fingerprints and photo), and receive the passport within the processing window. What many applicants don't realize is that the DMS captures the photo at the center — your uploaded or printed photo is a backup reference, but the official passport image comes from their calibrated camera.

Common Photo Problems

1. Background not sufficiently white — DMS's biometric camera system is calibrated for pure white. Any warmth or grey in the background — common with older photo studio equipment — causes a mismatch.
2. Photo digitally enhanced — Particularly common among younger applicants. Skin filters, eye color changes, or facial reshaping are all detected during the biometric comparison at the TsNAP.
3. Face not within 32-36mm range — The ICAO measurement is checked by the system. Home-taken photos with uncertain distances often produce faces that are too large or too small.
4. Shadow under the chin or nose — A sign of single-source overhead lighting. The DMS system expects even illumination from multiple angles.
5. Photo outdated — Must represent your current appearance. Given the circumstances many Ukrainians have faced since 2022, appearances can change significantly in short periods. Update your photo if there's any doubt.

Costs and Speed

A Ukrainian biometric passport costs UAH 810 (~$20 USD) for regular processing (20 working days) and UAH 1,296 (~$32 USD) for urgent processing (7 working days). For Ukrainians abroad, costs vary by embassy but typically range from $55-75 USD with processing times of 4-12 weeks depending on the mission's workload. The Ukrainian biometric passport enables visa-free travel to the EU Schengen area for stays up to 90 days.
