Kenya's Move to ePassports

Kenya phased out the old-generation passport and now exclusively issues biometric ePassports. The transition happened faster than in many African countries, and the photo requirements tightened considerably as a result. The Department of Immigration Services needs a 35×45mm photo with a white background — but here's what many Kenyans don't realize: the biometric enrollment at the Huduma Centre will also capture your photo digitally. So why does the uploaded photo matter? Because it's the first screening step in the eCitizen portal, and a non-compliant upload means your application never even makes it to the enrollment stage.

Where to Apply

Kenya uses a dual system: online application through eCitizen.go.ke, then in-person biometric capture at a Huduma Centre or Immigration office:

  • Nyayo House, Nairobi — Kenyatta Avenue/Uhuru Highway. Immigration headquarters. Extremely busy — arrive early.
  • Huduma Centre GPO, Nairobi — Along Haile Selassie Avenue. Generally shorter queues than Nyayo House.
  • Huduma Centre Mombasa — In the CBD, near the old post office.
  • Huduma Centre Kisumu — Serves the Lake Victoria region.

Common Photo Problems

  1. Blue background used instead of white — Many established Kenyan photo studios still use blue backdrops from the pre-ePassport era. Specifically ask for "white background for ePassport" and verify on the camera screen before printing.
  2. Face too small in the frame — The eCitizen upload validator checks face-to-frame ratio. Too much space above the head or around the face means the biometric data won't be extractable at the right resolution.
  3. Light reflecting off forehead or cheeks — Oily skin plus bright studio flash creates "hot spots" — bright patches that obscure facial features in the scan. Blotting powder or matte tissue before the shot helps.
  4. Expression too intense — A wide smile, visible frown, or raised eyebrows. The system needs a relaxed, neutral look.
  5. Photo file too compressed — The eCitizen portal rejects heavily compressed JPEGs where facial details look blurry. Use maximal JPEG quality when saving.

What It Costs

A 34-page ePassport costs KES 4,550 (~$35 USD), and the 66-page version for frequent travelers is KES 6,050 (~$47 USD). Standard processing takes about 10 working days from the biometric capture date. There's an East African passport version (KES 4,550) that provides additional privileges within the EAC member states. For diaspora Kenyans, embassy processing costs around $55-82 USD and takes 3-6 weeks.
