Turkey's Four-Color Passport System

Turkey issues four different passport types, each with a different cover color: burgundy (regular), green (official/special - for certain civil servants and their families), grey (service passport), and black (diplomatic). The photo requirements are identical for all four types: 35 x 45mm, white background, ICAO biometric standard. Applications for the regular passport go through the Nfus ve Vatandalk leri Genel Mdrl (General Directorate of Civil Registration and Nationality), commonly called the "Nfus Mdrl."

Turkey's biometric passport requires face height of 32-36mm from chin to forehead. The expression must be completely neutral - no smile, no frown. Women wearing headscarf (barts) can keep it on, but the full face from chin to forehead must be visible. Men don't have any head covering exemption. Turkey recently digitized much of the application process through the e-Devlet portal, but the in-person visit to the Nfus Mdrl remains mandatory for biometrics.

Common Rejection Reasons

Headscarf shadow on face - Barts is permitted, but shadows from the fabric - especially along the temples and jaw - are not. Use diffused, multi-directional lighting.
Face measurement outside 32-36mm - Turkish Nfus offices check biometric compliance with a template. Photos from non-professional sources often have incorrect proportions.
Photo background with gradient - Some Turkish photo studios use a soft gradient transition from white to grey. The Nfus Mdrl needs a uniform white - no gradients.
Heavy eyebrow makeup - Turkish beauty standards often include pronounced eyebrow styling. If makeup significantly changes the eyebrow shape, it can cause a mismatch with the biometric capture.
Photo uploaded to e-Devlet in wrong file format - The portal accepts JPEG only. HEIC files from iPhones, PNG screenshots, or oversized images are rejected silently.
