Taiwan's Passport Is Ranked Higher Than You Think

The Republic of China (ROC) passport issued by Taiwan's Bureau of Consular Affairs (BOCA, 外交部領事事務局) provides visa-free access to over 145 countries — putting it ahead of many larger nations. BOCA takes photo compliance seriously because the passport's biometric features are part of what enables smooth entry at e-gates worldwide. The photo standards follow ICAO guidelines: 35×45mm, white background, neutral expression.

Taiwan's specific wrinkle is the face measurement: 32-36mm from chin to top of head, and the top of the head must be 2-6mm from the upper edge of the photo. This precise framing requirement means getting the camera distance exactly right. BOCA's online application system includes a built-in photo checker that measures these proportions before accepting the upload.

What BOCA's System Rejects

1. Head position too high or too low in frame — The 2-6mm gap between the top of the head and the photo edge is checked precisely. Most home-taken photos fail this measurement.
2. Expression not neutral enough — BOCA's biometric checker flags even subtle facial expressions. A hint of amusement or tension registers. Aim for complete facial muscle relaxation.
3. Photo digitally altered — Beauty camera effects (大眼, 瘦臉 — big eyes, slim face) are extremely popular in Taiwan and are automatically detected. Disable all camera enhancements.
4. Colored contact lenses — Decorative or circle lenses (放大片) that change the apparent iris size or color are specifically prohibited by BOCA regulations.
5. Background with any color cast — Must be pure white. Some Taiwanese photo studios use a light blue backdrop for other document types — double-check that passport mode selects white.

Costs

A standard ROC passport (10-year validity for adults) costs NT$1,300 (~$40 USD) with regular processing of 4 working days. Express 1-day service costs NT$1,900 (~$58 USD). Children under 14 receive passports valid for 5 years. For Taiwanese nationals abroad, TECO offices process passport applications with similar fees plus a consular surcharge. Taiwan's passport renewal can also be done entirely online through the BOCA website for eligible applicants.
