Nepal's Ongoing Passport Modernization

Nepal has been transitioning from Machine Readable Passports (MRP) to ePassports, and for a while, applicants had to deal with uncertainty about which system applied to them. As of 2026, the Department of Passports in Kathmandu has largely shifted to ePassport issuance, though some District Administration Offices (DAOs) in remote areas may still process MRP applications. The photo requirements are the same for both: 35×45mm on a white background.

What catches many Nepali applicants off guard is the photo quality check at the Department of Passports office in Tripureshwor. The staff are thorough — they measure ratios, check for shadows, and examine print quality before accepting your application. Photos from roadside studios near the office often get rejected because those shops prioritize speed over quality. Why Photos Are Rejected at Tripureshwor

  1. Background not white enough — This is rejection reason number one. Many small Kathmandu photo studios use a backdrop that's been used for years and has yellowed or become grey. The passport office wants bright, clean white.
  2. Photo dimensions off — Studios sometimes produce 35×35mm (Indian visa size) instead of 35×45mm. Always tell them: "passport photo, 35 by 45, white background."
  3. Topi (Nepali cap) worn — While the Dhaka topi is national headwear, it's not permitted in passport photos unless worn for religious reasons. Most applicants need to remove it.
  4. Eyes half-closed or squinting — Both eyes need to be fully open and looking directly at the camera. Squinting from bright studio lights is common.
  5. Photo printed on flimsy paper — The passport office rejects thin prints. Use photo paper that's at least 200 GSM.
