Qatar Passport Photo Guide — MOI Service Center Process

Qatar's Streamlined Digital Approach

Qatar's Ministry of Interior (MOI) manages passport services with the efficiency you'd expect from a Gulf state that invests heavily in digital government. The passport application process is available through the MOI's Metrash2 app and the Hukoomi e-government portal, making it possible to complete much of the process without visiting an office. Photo validation happens digitally before your appointment, which means getting the photo right upfront prevents any delays.

Photo specs: 35×45mm, white background, neutral expression. For men, the ghutrah (traditional headscarf) must be removed for the passport photo — this is a formal requirement from the General Directorate of Passports. Women wearing shayla or abaya may keep their head covering on, but the entire face from chin to forehead must be unobstructed. No portion of the fabric should cross the face, cast shadows, or obscure the jawline.

MOI Service Centers

  • General Directorate of Passports, Doha — Al Adaad Street, near Al Sadd. The main passport processing center.
  • MOI Al Khor Service Center — Serves the Al Khor and Al Thakhira municipalities.
  • MOI Al Wakrah Service Center — Handles southern Qatar applications.
  • Qatar Embassy Washington DC — 2555 M Street NW, Washington, DC 20037
  • Qatar Embassy London — 1 South Audley Street, London W1K 1NB

The Metrash2 app is worth downloading even if you're visiting a service center — it lets you track application status, receive notifications, and access other MOI services.

Photo Problems at MOI Centers

  1. Ghutrah or shemagh not removed — Many Qatari men wear their headscarf daily, but it must come off for the passport photo. No exceptions, regardless of tradition. This is the most common rejection for Qatari male applicants.
  2. Shayla shadow on face — Women's head covering is allowed, but if it casts any shadow — even a small one from the edge of the fabric — the automated check rejects it. Use well-lit conditions.
  3. Photo dimensions wrong — Studios in some neighboring countries use different sizes (Kuwait's 4×6cm, Saudi's 4×6cm). If you had your photo taken abroad, verify it's 35×45mm for the Qatari passport.
  4. Expression detected — Even a neutral expression with slightly raised eyebrows registers as non-compliant. Fully relax the face.
  5. Digital upload file size wrong for Metrash2 — The app has specific file size limits for photo uploads. Too large or too small, and the upload silently fails.

Costs

A Qatari passport costs QAR 200 (~$55 USD) for the standard issue. Processing is fast — typically 3-5 working days. Qatar's passport has been climbing global rankings rapidly over the past decade, now offering visa-free or visa-on-arrival access to over 100 countries. For Qatari citizens traveling abroad, emergency travel documents can be arranged through embassies within 24-48 hours.
